Role overview

The Education Management Advisor at regional level will provide on-the-job technical assistance to the school leaders (directors and deputy directors) and librarians of approximately 10 Upper Secondary Schools within the region, and to personnel of the newly established Regional School Improvement Team (RSIT) that is based in the provincial town. The technical assistance will be about School Based Management (SBM) comprising the following areas: teaching and learning, school administration, financial management, and human resource management. By providing technical assistance, the Education Management Advisor will develop the capacity of the school leaders and RSIT to implement the Ministry’s SBM reform.

Furthermore, the Education Management Advisor will support the school leaders and RSIT to harmonize SBM with several innovations including ICT in education, 21st century library services, project based learning, and career counselling and guidance, and to make evidence-based plans for the adoption of such innovation in their schools.

Lastly, the Education Management Advisor will strengthen the technical capacity of the RSIT personnel in the following areas:
• planning, costing, and delivering the programme for the professional development of school leaders, librarians and teachers that comprises a blend of face-to-face training, on-the-job support and self-learning;
• coordination, monitoring and evaluation of regional activities related to the professional development of school leaders, librarians and teachers;
• effective collaboration, communication and knowledge sharing, and the facilitation thereof, with and between project stakeholders at national, regional and school levels;
The Education Management Advisor at regional level will work together with a Teacher Training Advisor at regional level (a national volunteer), who will provide on-the-job support to teachers in the same schools. Both advisors are expected to work as a team and to harmonize their work plans including their school support visits. They will work in close cooperation with KAPE and other VSO volunteer advisors who work at the national level and in the other regions on the same project.
The Education Management Advisor at regional level will be based at the Secondary Education Office in the Provincial Office of Education in the provincial town, and is expected to conduct frequent field visits to all targeted Upper Secondary Schools within the region.

Skills, qualifications and experience

Competencies and Behaviour:

• Bachelor’s Degree in Education and/or Development studies
• Minimum of 5 years of professional experience in education and/or development
• Experience in school management
• Experience in planning and carrying out a context analysis
• Experience in facilitating the professional development of others
• Experience in ongoing consultation and involvement of stakeholders
• Experience in delivering expected outputs in challenging contexts with short deadlines
• Excellent verbal and written communication skills in English
• Confidence to represent VSO in official meetings with partners
• Excellent skills in building effective work relationships built on trust and mutual accountability.
• Excellent coordination- and planning skills with experience of delivering results under high pressure.

Desirable:
• Experience of working within the fields of social inclusion, gender, social accountability and resilience
• Experience of working in South-East Asia

Allowance

As a VSO volunteer, you will be sharing your skills with local communities on a full time basis. VSO will cover your travel, vaccinations, accommodation, and medical insurance costs, along with a local living allowance which will be paid in local currency. This allowance meets reasonable living expenses in country, but will not be enough to send money home. You will also receive some financial support to contribute to your on-going expenses at home.

VSO works with some of the poorest communities in the world which means accommodation varies and will be basic.
